  13. Right if its between two internal factions its a civil war, if its between external parties its not. So no it can't be both. Just like it can't not be an invasion if the LPR and DPR are assisting Russia outside those regions or nicking bits from areas that didn't want to be part of the breakaway really. Again inconvenient facts. Mariupol is in Donetsk Oblast and vast majority did not want to be part of breakaway nor actively support it. In fact if memory serves in 2014 local workers kicked DPR activists out when they tried to take it over.
