They've lifted that straight off WikipediaThe owners have riparian water rights, which include such things as the right to access the water (Old Mill Race) for swimming boating and fishing, the right to wharf out to a point of navigability and the right to erect structures such as docks, piers and boat lifts plus the right to use the water for domestic purposes

Yes and I notice they fail to mention that to do most of those things would require planning permission. Which they wouldn't get.
